The International Fleet was a military organization formed to protect the Earth from, and to destroy, the Buggers. After the Third Invasion, the IF is banned from operating on Earth except in the event of alien invasion.

In Investment Counselor and other chronologically subsequent stories, the International Fleet has dissapeared and in its place in an "Interstellar Fleet". Since the IF is not mentioned and not even referenced in the Speaker Quartet, it may be resonably assumed that the International Fleet was later renamed "Interstellar Fleet" some time in the future. The Interstellar Fleet was noted to have been "slow to convert to the idea that destroying the Buggers had been a bad idea".
