Pequeninos (Portugues for little ones aka "Piggies") are apparently sentient, although primitive life forms found on Lusitania. In order to compensate for Ender's xenocide, minimum human contact with the "piggies" was ordered by Starways Congress in an attempt to control human influences on the pequenino culture. In reality, is it implied in the book that Starways Congress wanted to make sure that the Pequeninos did not develop enough technology to be equal to humans. In the effort to impose that order, a wall was placed around the town of Milagre in order to insure that the "piggies" could not watch humans and inadvertently gain technology which would only serve to undermine the firm hold that Starways Congress has on the habitatable worlds in the galaxy.&nbsp
